1. Review of the Original Degree
☐ The degree was issued by a legally recognized educational institution abroad
☐ The name of the institution and the training program are consistent with the education system of the issuing country
☐ The degree does not fall under illegal joint programs or unrecognized training schemes
☐ The stated duration of study is not abnormal (unreasonably short or illogical)
2. Review of the Training Program
☐ The mode of study (on-campus / online / blended) complied with applicable regulations at the time of study
☐ The program is not classified as non-recognizable in Vietnam
☐ Supporting documents are available to evidence actual study duration, especially for online or distance learning programs
3. Review of Academic Records
☐ The academic transcript is complete and consistent with the degree
☐ Personal information on the degree and transcript matches exactly
☐ Certification of study duration is provided where required by the competent authority
☐ No core or essential courses are missing when compared to standard training requirements

4. Review of Consular Legalization & Translation
☐ The degree and transcript have been properly consular legalized in accordance with regulations
☐ The Vietnamese translation is accurate and free from specialized terminology errors
☐ The notarization/certification of the translation is valid and effective
5. Review of Declared Information
☐ All declared information in the application fully corresponds with the supporting documents
☐ There are no discrepancies regarding: institution name, field of study, or study period
☐ No mandatory documents required by the receiving authority are omitted
6. Review of the Grounds for Rejection
☐ It has been clearly identified whether the rejection was based on formal deficiencies or substantive issues
☐ A written response specifying the legal grounds for rejection or request for supplementation is available
☐ There is no confusion between “rejection of recognition” and “request for dossier supplementation.”
7. Review of the Subsequent Handling Strategy
☐ There is a sufficient legal basis to supplement, explain, or resubmit the dossier
☐ The dossier should not be re-submitted in the same form as the previously rejected one
☐ The appropriate timing and method of re-submission have been determined to minimize the risk of repeated rejection

IMPORTANT NOTE
A rejected dossier does not necessarily mean that degree recognition is no longer possible.
In many cases, rejection results from improper dossier preparation, flawed legal logic, or an inadequate explanation strategy.
